Random junk I've had on my computer for a while. Added some stuff to it to make it look more finished, but it's still very simple.

No, it's okay. Let's see, I'm not very good at explaining but I'll give it a try.

First I made simple dots in different sizes using the airbrush, with hardness, opacity and flow all att 100%.

Then I used airbrush again, but made the brush size a lot larger than the dots. More than twice as large actually. And I set hardness to 0%, opacity and flow to something like 50%. And then I simply clicked at the dots to make them shine. xD

You can also go to layer > layer style > outer glow and experiment a bit instead of doing the second part, but I only to that when I have to.
